Abstract

Recycling society is one of the goals of environmental policy in Japan. In the free trade system of the WTO regime, however, it is impossible to make a closed material cycle in a country. Nevertheless, present recycling system based on Home Appliance Recycling Law in Japan does not take global material flow into consideration. Because of this, the system does not fulfill its function. The case of TV recycling illustrates the situation. This study proposes an international recycling system based on enhanced-EPR(Extended Producer Responsibility).
