Abstract

The international mitigation is needed for reducing greenhouse gas, however, the reduction is the integration of the various mitigation in each country, local area, organization, etc. This paper focuses on the difference of the cognition about climate change issues among the various stakeholders such as countries. First, it is confirmed the utility about the structure of negotiation game as an education tool for spark up debate on mitigation and negotiation by implementation of “Another COP” which taken up the conflict of interest in international negotiation about carbon capture and storage, nuclear energy, forestation, and transportation system. It is modeled by the methodology of gaming. Second, it is clarify by the views reports of negotiation countries, that it is unclear the negotiation point and there is the different cognition about technology transfer between developed countries and developing countries. This difference is that the developed countries emphasize the private sector and the developing countries emphasize the framework of climate change convention.
